Do leash laws apply when on private property?
While on private property, an animal must be under the control of a competent person. A leash is not required, but pets can easily become distracted by other animals, people, and vehicles.  To minimize the chance of an incident, the Pleasant Hill Police Department recommends use of a leash or fence at all times and locations for the safety of both residents and pets.

Do animals have to be on leash in city parks?
When not on private property, animals are required to be on a leash and are not allowed to run at-large. These regulations would apply with all Pleasant Hill City Parks.
